The Board of Trustees is the governing body of the PHBP and consists of 12 Trustee Representatives of the Participating Employers, 4 Trustee Representatives of the Covered Employees and 1 Alternate Representative of the Covered Employees. One appointed Representative of IATSE Local 111 will join the board as a Trustee as of December 1, 2025. All Trustees serve 4 year terms, with no term limits.

All currently eligible staff and freelance employees of PHBP Participating Employers covered by a PHBP medical plan are eligible to vote (this excludes those with COBRA or Bridge coverage). All votes are anonymous. The two candidates with the most votes win.
