PHBP Board of Trustees Elections

The Board of Trustees is the governing body of the PHBP and consists of 12 Trustee Representatives of the Participating Employers, 4 Trustee Representatives of the Covered Employees and 1 Alternate Representative of the Covered Employees. One appointed Representative of IATSE Local 111 will join the board as a Trustee. All Trustees serve 4 year terms, with no term limits.

There are two Covered Employee Trustees whose terms expire December 31, 2025. Pursuant to PHBP governing documents, the Board of Trustees shall nominate candidates for election to fill these vacating seats. The Board has nominated the incumbent Covered Employee Trustees Norman Reiss and Rachel Perkins to run for re-election. Additional candidates may be nominated by the covered class, i.e. the covered employees themselves. To become a candidate for election to the Board, nominees must have the support of at least 10% of all eligible covered employees. To be eligible to serve as a Covered Employee Trustee or participate in a Trustee election, you must be covered in a PHBP medical plan as an eligible employee. This excludes Bridge and COBRA participants and Dependents.

Here's how it works:

  • On October 17, all eligible employees will receive an email from no-reply@phbp.org with a unique control number and link to the election site, vote.phbp.org. You will need this number to access the voting system. If you can't find the email, check your Spam folder or Promotions tab, and move this email to your primary inbox.
  • Any eligible employee may nominate themselves or another eligible employee between October 17 and November 14, 2025. If nominating someone, be sure to enter their legal name (for example, if John is Jonathan or Betsy is Elizabeth).
  • Before you nominate someone, confirm their willingness to run and serve if elected.
  • There is no limit to the number of nominees you may submit.
  • Eligibility of submitted nominees will be confirmed within 48 hours (approximately).
  • Eligible employees may login to express their anonymous support for a Nominee from October 17 to November 17, 2025.
  • There is no limit to the number of times you may login to the site or the number of nominees you may support.
  • All nominees who receive 10% support from the total number of covered employees will become candidates for election.
  • Board Elections will take place electronically at vote.phbp.org. You may cast a secret ballot between December 12 – 16, 2025. Elected Trustees will begin their 4 year term on January 1, 2026.
